How do I check to see if computer parts are working...?

I have a couple computers people donated to me. They will not turn on.
One was the victim of electrostatic shock, the other was a victim of a power surge? during a thunderstorm.
Can you point me in the right direction on how I can test the parts individually to see what works and what doesn't? What tools do I need?
A link to a website with pictures would be helpful.

You have to install them on a running system to see if they were not damaged.
